That's how you do an energy transition! In Germany, the energy transition is based on legal and regulatory schemes, whereas the rest of the world transitions because it makes economic sense.
I may be wrong, but my impression is that the "legal and regulatory schemes" the red-green government placed in the early 2000s kicked off a lot of the solar economy we see now.
