Yup. Forcing technology exchange is exactly what China demanded of the US to get access to its markets, specifically to gain the advantage it now has.

Access to US markets conditioned on full tech exchange with US battery and automakers would be a fair exchange (and would likely require some temporary support of US automakers so they survive the transition).
