The above is key to understanding that part, they KNEW who the smuggler was. They just needed a legal reason to pull them over.

Right but the travel pattern they used to determine that this person was a smuggler is "frequently drives to/from the rez", as if there's no legit reason to be doing that.

Right but you and I do not know the details of the investigation so there is no point speculating.
