I agree it's not a uniform answer, but disagree that the majority is the second.

Imo the vast majority of companies would be better with a lot less engineers. For the simple fact that they are not setup for producing that much work.

They need time to discuss, decide what they even want to accomplish, just letting your POs throw more features at all your products on a whim is hugely detrimental.
