I think government managing wealth that is giving good returns is lose lose. The overall wealth of society decreases.

If someone is just rich on paper no point in taxing it.

Tax when they spend.

Another thing is to force the wealthy to diversify into low return assets. They perhaps will figure out how to make it high returns and grow the overall wealth of the society.
