If you read the article it's the worst of both worlds: Keep clock time the same but start work and school 30 minutes later?

Shouldn't we just get up when the sun comes up? And if you can't see the sun, everyone can stay home.

You can go to sleep with the sun still up. Getting up in the dark is a lot harder than going to sleep when there's light.
