What are the standards for a black stripe on HN?

He wasn't an engineer or scientist but I'd wager a majority of the readership of HN, at least those over 35 or so, grew up inspired by Capt. Jean-Luc Picard.

The convention over the two decades of HN has been to reserve the black bar for eminent contributors to computer science and technology entrepreneurship. That's not at all to diminish the merit of people from other fields. Debates about the black bar are unseemly, so let's leave it here please.
